Subsidies for new energy vehicles will no longer be "pre allocated and then liquidated"

Notice on Amending the "Interim Measures for the Management of Subsidy Funds for Energy Conservation and Emission Reduction"
To the finance departments (bureaus) of various provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan, and the finance bureaus of the Xinjiang Production and Construction Corps:
In order to further standardize the management of fund use, the "Interim Measures for the Management of Subsidies for Energy Conservation and Emission Reduction" have been revised:
（1） Amend Article 2, "Special funds", to "Subsidy funds".
（2） Article 2 adds "Energy conservation and emission reduction subsidy funds shall be managed according to the transfer and payment of common financial authority, and the implementation period shall be 2022."
（3） Delete Article 3.
（4） Replace Article 4 with Article 3 and delete "Comprehensive Demonstration of Financial Policies for Energy Conservation and Emission Reduction".
"Paragraph 6 is changed to paragraph 5, and the words" other relevant matters approved by the State Council "are changed to" other support scopes approved by the State Council ".".
"After the expenditure direction of energy conservation and emission reduction subsidy funds expires, the Ministry of Finance, in conjunction with the industry competent department, will conduct an evaluation based on the relevant regulations of the State Council and the development situation of relevant industries, and determine whether to continue the implementation based on the evaluation results."
（5） Article 5 is changed to Article 4, and "the allocation of energy conservation and emission reduction subsidy funds is combined with the nature and objectives of energy conservation and emission reduction work" is changed to "the allocation of energy conservation and emission reduction subsidy funds is combined with the objectives of energy conservation and emission reduction work."
"Substitution of awards for compensation is mainly based on the performance of energy conservation and emission reduction work; settlement of projects based on actual conditions mainly adopts the method of fund allocation, which is to allocate funds first and then settle them."
（6） Add Article 5, "Implementation of performance management for energy conservation and emission reduction subsidy funds throughout the process. When applying for funds, performance objectives should be filled in synchronously, performance monitoring should be carried out during implementation, performance self-evaluation should be conducted at the end of the year, external performance evaluation should be conducted regularly, application of evaluation results should be strengthened, performance information should be made public, and social supervision should be actively accepted."
（7） Article 6 adds "The local regulatory bureaus of the Ministry of Finance shall supervise the local energy conservation and emission reduction subsidy funds in accordance with their work responsibilities and the requirements of the Ministry of Finance. When applying for funds locally and the central finance issues a budget, a copy shall be sent to the local regulatory bureaus at the same time."
（8） "The carry-over of surplus funds shall be implemented in accordance with the relevant provisions of budget management."
（9） Add Article 9, "If support is provided in accordance with Article 4 of the Notice of the Ministry of Finance on Printing and Distributing the Interim Measures for the Administration of Subsidies for Energy Conservation and Emission Reduction, the relevant departments shall handle the liquidation procedures as soon as possible."
（10） "The Ministry of Finance, together with relevant departments, shall supervise, manage and evaluate the use of energy conservation and emission reduction subsidy funds."
（11） Article 10 is changed to Article 11, and "special funds" is changed to "subsidy funds".
（12） "Article 12 is amended to read as Article 13," These measures shall come into effect as of the date of promulgation. The Notice of the Ministry of Finance on the Issuance of the Interim Measures for the Administration of Energy Conservation and Emission Reduction Subsidy Funds "shall be repealed at the same time."
